Village of Biscayne Park Mural Project

Eligibility: This project is open to all South Florida artists.
Deadline: Monday, July 22, 2013 at 10:00 AM
Project Budget: $5,000, to be inclusive of materials and all other expenses/costs.

The Village of Biscayne Park (Village) issued the following Request for Proposals (RFP) Notice pertaining to a Call to Artists for a Mural Project within the Village. The RFP Notice was advertised in the Daily Business Review on Tuesday, May 28, 2013, and on the Village’s web site.

OVERVIEW
The Village of Biscayne Park celebrates its 80th anniversary this year and has established events and projects to mark this milestone. A mural at our central park, the Ed Burke Recreation Center (the Park) on the handball/racquetball court would be a significant and lasting commemoration for the Village’s 80th anniversary.

PROJECT DESCRIPTION
The mural should reflect the Village’s identity, values, and history and be appropriate to its residential setting and its close proximity to a children’s play area (tot lot). The theme of the mural should be related in some way to the Village’s “identity” — its family-friendly orientation, its history throughout the years starting in the early 30’s, its historic Log Cabin built in 1933, and its designations as a Bird Sanctuary and a “Tree City USA”. The mural must be of appropriate scale and design to be appreciated by moving vehicular traffic. The mural must be durable and low maintenance. Artist should take into account the amount of pedestrian traffic, lighting (both natural and electric) and temperature extremes. Work should be resistant to
vandalism and easy to maintain.

INFORMATION ABOUT THE SITE AND IMMEDIATE SURROUNDINGS
The Ed Burke Recreation Center (the Park) is centrally located in the Village and is surrounded on all four sides by residential homes. The address is 11410 NE 9th Court, Biscayne Park, Florida. The handball/racquetball court is located in the northeast corner of the Park and in close proximity to a children’s play area (tot lot). The exterior surface (wall) of the handball/racquetball court, which faces east, is solid, untreated concrete. The wall measures 32 feet wide x 8 feet high at each end, and 16 feet high in the center.

BUDGET
A budget amount of up to $5,000 is currently available for the selected artist(s) commission, which is all inclusive, and includes, but is not limited to, materials, fabrication, installation equipment including scaffolding, any artist fee and all other costs and expenses required by the artist.

ABOUT THE VILLAGE OF BISCAYNE PARK
The Village of Biscayne Park is a Village Commission/Manager form of government and is located within Miami-Dade County, Florida. It serves an area of approximately .69 square miles with a population of just under 3,100. The Village employs 32 full-time employees. In the early 1920’s, Arthur Mertlow Griffing, a horticulturalist and landscaper for Carl Fisher’s Miami Beach projects, acquired and began developing land just north of Miami. The land was subdivided and named Griffing Biscayne Park Estates. Mr. Griffing continued his love of landscaping by carefully planting the area with shrubs and trees so that Biscayne Park.

ELIGIBILITY
Any professional artist, or team of artists, 18 years of age or older regardless of race, color, religion, national origin, gender, age, military status, sexual orientation, marital status, or physical or mental disability is eligible to submit a proposal. Proposals that include student participation are welcome.

HOW TO APPLY
To be considered for this project, eligible artist(s) must submit the following materials by 10:00
AM on Monday 22 July, 2013.

1. A letter of interest/introduction, no more than one page in length that describes the artist’s interest in the project, including current contact information and references.
2. Resume no more than two pages in length.
3. Ten (10) digital images (.jpg format) representative of artist’s work on CD, DVD, or thumb drive.
4. An annotated photo list must include the artist’s name, brief description of each photo including title, date, medium, size, location and, if a commissioned project, the budget for the same.
5. Three (3) professional references. List must include complete address, email, and telephone numbers.
6. A self-addressed stamped envelope for return of your submission which includes the same amount of postage that was necessary to submit your application.
7. Optional: The artist may include a selection of up to three (3) supporting documents such as reviews, news articles, and other related information.
8. A detailed statement of proposal accompanied by color sketches of the proposed design, and dimensions of the intended artwork. Special requirements
for work (i.e. access to electricity, request for turning on/off lights, and special installation requests) are required to be included in this statement.
Drawings/renderings must be submitted on 11”x17” paper. Additional supporting material must be submitted including, materials, method of
fabrication and installation considerations.
9. Digital image (.jpg format) of the proposed design on CD, DVD, or thumb drive.
10. A statement confirming your ability to work on and complete the project in the months of September and October 2013, with a completion date of October 31, 2013.
11. Itemized cost of Proposal.

SELECTON PROCESS
The Selection Committee will include Village staff, and may include representatives from the North Miami’s Museum of Contemporary Art (MOCA), art professionals, as well as the residential community.

SUBMITTAL, RECEIPT AND OPENING OF PROPOSALS
All application materials must be physically received on or before 10:00 AM, local time, on
Monday, July 22, 2013, and addressed as follows:

All respondents are reminded that it is the sole responsibility of the respondent to ensure that their Proposal is time stamped in the OFFICE OF THE VILLAGE CLERK prior to 10:00 AM, local time, on Monday, July 22, 2013. Failure to submit their Proposal and ensure that their Proposal is time stamped prior to the time stated above shall render a respondent to be deemed nonresponsive and the Proposal shall not be considered.

The Village of Biscayne Park has extended the Request for Proposal (RFP) deadline for submissions to Monday, July 22, 2013 at 10:00AM (EST). All proposals will be submitted to the Village Clerk, Maria C. Camara, at 640 NE 114th St., Biscayne Park, FL 33161. Proposals will not be received after 10:00AM (EST) on the aforementioned date.
